Thailand submitted its Universal Periodic Review (UPR) Second Cycle Mid-term Report (2016-2018) to the Office of the High Commissioner for Human Rights (OHCHR) on 24 March 2019. The mid-term report provides an update on the progress made in implementing accepted UPR recommendations. The report can be downloaded from the OHCHR's UPR Mid-term report webpage.
Thailand views the UPR as an important tool to accelerate national implementation of human rights obligations and standards. We found the conduct of a voluntary mid-term report very useful. Most importantly, it serves as a ‘means to an end’ to keep everyone active and create trust and a culture of working together between different human rights actors at the national level – be they government agencies, local authorities, the civil society, the business sector and any interested party.
