Technical Cooperation and Capacity-Building

at the 34^th session of the Human Rights Council

on 22 March 2017

Mr. President,

Over the years, we have benefited from the Council’s productive deliberation and panel discussion under agenda item 10. We also appreciate the achievements of the Office of the High Commissioner and the Voluntary Fund for Technical Cooperation. These endeavours clearly show that technical cooperation and capacity-building are a proven, powerful tool for the realization of human rights on the ground.

In the upcoming June session, the Council will hold an annual panel discussion under agenda item 10, as mandated by its resolution 33/28. The overwhelming support of over one hundred States that cosponsored this resolution is a testament to the importance the international community attaches to this panel and this issue.

The panel discussion in June will present us with a timely opportunity to evaluate our achievements and shortcomings. Drawing on the experiences of States, the Office and other stakeholders, we can build on our past success, address existing challenges and discuss innovative approaches to better promote and protect human rights.

In doing so, we should stand united and firm on the principles that have guided our work by reaffirming our commitment to constructive consultations with, and the consent of, the States concerned.

Looking ahead into the years to come, we call upon all States and stakeholders to make full, constructive and effective use of the yearly panel discussion under agenda item 10. The panel is the Council’s central platform for sharing good practices and presenting viable solutions to address shortcomings.

With the belief that the Council’s diversity of views is a strength that enriches our dialogue and cooperation, Thailand looks forward to the panel discussion in June with great enthusiasm and optimism.    Thank you, Mr. President.
