at the Review of Ecuador

during the 27^th Session of the Working Group on the Universal Periodic Review

Mr. Vice President,

Thailand welcomes and appreciates Ecuador’s comprehensive national report presentation.

We commend tangible progress made by Ecuador, particularly additional ratification of international human rights instruments, improvement of legislative frameworks to protect vulnerable groups, and efforts to eradicate poverty and narrow inequality gap.

While we applaud the establishment of the National Equality Councils, we remain concerned with continued discrimination on the basis of gender and races, especially against women, LGBTI persons, Afro-Ecuadorian Minority, and people with HIV.

Thailand recommends Ecuador to intensify efforts to raise public awareness to end all forms of discrimination by providing human rights education and training for government agencies, media and the public and implementing campaigns to combat gender stereotypes and violence.

We also recommend Ecuador to step up efforts in ensuring access to quality education for all children, including those from minority groups and rural areas.

Lastly, we welcome the development of “SIDERECHOS” to systematically implement human rights recommendations and hope that Ecuador continue to make use of the platform for this UPR cycle follow up.

at the Review of Morocco

during the 27^th Session of the Working Group on the Universal Periodic Review

on Tuesday 2 May 2017 from 14.30 to 18.00 hrs.

 

Mr. Vice President,

Thailand appreciates Morocco’s inclusive preparation of the national report.

Thailand commends Morocco’s efforts in promoting women’s rights and gender equality. However, we remain concerned with the issue of violence against women. We recommend Morocco to step up efforts to combat violence against women by strictly enforcing relevant laws and improve victim support mechanisms.

Thailand also applauds the efforts to improve people’s right to health through the setting up of mobile hospitals in rural areas and procurement of medical facilities to ensure better access to healthcare. We recommend that Morocco further promotes pre-natal care and consultation to reduce the need for emergency transportation at the time of labour and thereby reduce the risk of deaths among mothers and children.

at the Review of the Philippines

during the 27^th Session of the Working Group on the Universal Periodic Review

on Monday 8 May 2017 from 09.00 to 12.30 hrs.

 

Mr. President,

Thailand welcomes the Philippines delegation and applauds concrete progress, particularly the protection of vulnerable groups, the implementation of the Bangkok Rules, efforts in combatting human trafficking and victim assistance, and the freedom of information in the executive branch.

In this regards, Thailand recommends that the Philippines develop the Third Human Rights Action Plan to guide its policy direction and ensure the implementation of programmes for even more robust promotion and protection of human rights.

Thailand recognises the severity of the drug problem in the Philippines and recommends the Philippines to adopt comprehensive and human centered approaches for its anti-illegal drug policy, particularly the provision of appropriate health measures. We stand ready to share our experiences in this area, including on Alternative Development which aims at addressing the root causes of illicit drug and promoting sustainable livelihood for people.

at the Review of the United Kingdom

during the 27^th Session of the Working Group on the Universal Periodic Review

on Thursday 4 May 2017 from 09.00 to 12.30 hrs.

 

Mr. President,

Thailand commends the UK’s commitment to human rights, as evidenced by efforts such as the fight on violence against women and the development of
a National Action Plan on Business and Human Rights.

Thailand is concerned with a surge of hate-related crime. Most incidents were linked to racial and xenophobic motives. We recommend that the UK Government, parliamentarians, human rights institutions and CSOs continue to work closely together in order to ensure that vulnerable groups such as ethnic and religious minorities, refugees and migrants are better protected against hate speech and hate-related crime and that they are provided with greater certainty and legal protection.

We are also concerned with the proposal to repeal the 1998 Human Rights Act.
We recommend the UK to continue its commitment to international human rights obligations and standards and ensure that the new bill of rights is drafted through broad-based consultations and embraces no less protection of human rights.

at the Review of Bahrain

Mr. President,

Thailand welcomes the Delegation of Bahrain and thank them for the detailed report.

Thailand commends Bahrain for establishing the National Institution for Human Rights and ensuring the institution’s legal, administrative and financial independence.

We welcome Bahrain’s implementation of the recommendations made by the Bahrain Independent Commission of Inquiry.

We acknowledge Bahrain’s efforts in promoting human rights training and capacity-building, especially for police and law enforcement officers. We also recognize the progress made in promoting gender equality and empowering women’s political, social and economic roles in the society.

Thailand recommends that Bahrain further its work in empowering women, promoting gender equality and eliminating discrimination and violence against women and children by, inter alia, amending and promulgating relevant laws and implementing the National Plan for the Advancement of Bahraini Women.

Thailand also recommends that Bahrain continue to raise awareness of human rights among all groups particularly the younger generations through education, training and media communications.

Mr. President,

Thailand congratulates Brazil’s efforts to institutionalize its human right mechanism, especially the recent establishment of the Ministry of Human Rights and the strengthening of the National Human Rights Council.

We welcome the joint effort between the Government and civil society to combat human trafficking and actions to eliminate child labour and sexual exploitation of children.

We welcome the progress on the implementation of the United Nations Rules for the Treatment of Women Prisoners and Non-Custodial Measures for Women Offenders, or the “Bangkok Rules”. We note that there are still inadequate day-care facilities and cells for pregnant women.

Thailand recommends that Brazil improve facilities dedicated to pregnancy and maternity in prisons, in line with the “Bangkok Rules”.

Thailand recommends that Brazil strengthen its capacity-building programmes for judges and legal personnel on women’s rights and violence against women.

Mr. Vice President,

Thailand commends India for strengthening legal and policy frameworks to address the rights of vulnerable groups, and welcomes the passage of the new law on the rights of persons with disabilities.

We welcome the enactment of the Child Labour Amendment Act, the implementation of the National Child Labour Policy, and the Accessible India Campaign.

Thailand recommends that India establish a monitoring mechanism to oversee the effective implementation of these laws and policies to prevent exploitation of children and protect the rights of persons with disabilities.

Thailand acknowledges India’s effort to eliminate violence and discrimination against women, including sexual violence. We also welcome the proposed National Policy for Women.

Thailand recommends that India further the implementation of relevant laws and policies as well as training for public officials, to tackle sexual offenses and unfair treatment to women.

Mr. Vice President,

Thailand applauds Indonesia for enacting a new law on persons with disabilities and integrating this issue into its National Development Plan.

We welcome Indonesia’s ratification of the two Optional Protocols to the CRC. We recognize its efforts in tackling the problems of child labour and violence against children.

We commend its efforts in human rights education and training, and its commitment to strengthen a culture of mutual understanding and interfaith tolerance under the “Unity in Diversity” principle.

Thailand recommends that Indonesia bolster the implementation of Law No. 8/2016 on Persons with Disabilities and strengthen its efforts to tackle child labour to ensure children’s access to social, health and education services.

Thailand recommends that Indonesia continue to promote human rights education at all levels and strengthen human rights training and capacity-building for public sector officials.

Statement by the Delegation of Thailand

at the Review of South Africa

during the 27^th Session of the Working Group on the Universal Periodic Review

on Wednesday, 10 May 2017 from 14:30 to 18:00 hrs.

Mr. President,

Thailand congratulates South Africa for ratifying the international Covenant on Economic, Social and Cultural Rights.  We welcome the steps taken to address xenophobia and hate crimes, including the adoption of relevant laws and action plans.

We welcome the passage of a new law aimed at combatting trafficking in persons. Thailand, therefore, recommends that South Africa closely cooperate with relevant governmental and non-governmental foreign agencies to tackle this problem and ensure that appropriate protection is rendered to various groups of victims including those of foreign nationals.

We commend the efforts taken to curb the ongoing attacks on foreigners and wish to recommend the Government of South Africa to not only work to bring perpetrator to justice, but also establish dialogue among relevant stakeholders to address the root cause of xenophobia.
