Item 2: Interactive Dialogue with the High Commissioner

at the 35^th Session of the Human Rights Council

Mr. President,

At the outset, I wish to thank the High Commissioner for the update yesterday.

The Thai Government is fully aware of and remains committed to our human rights obligations. The new Constitution promulgated on 6 April 2017 underscores human rights principles and reaffirms non-discrimination, equal rights and protection under
the law, and freedom of religious belief.  The implementation of Roadmap is ongoing, including the drafting of organic laws to prepare for election next year and to strengthen the National Human Rights Commission.  The Government also gives priority to the improvement of people’s economic and social rights and the achievement of SDGs.

The Government values and supports freedom of expression. Nevertheless, the right is not absolute and carries with it responsibilities. Freedom of expression can be exercised so long as it does not insult any faith, create hatred or social divisiveness.

Internationally, we just presented the report to the Human Rights Committee last March and are now preparing for the presentation of report to CEDAW next month. Relevant agencies are also working very hard to submit our national reports as much timely as possible. The delay in submission is due to limited capacity, rather than the intention to be uncooperative with human rights mechanisms.

This is why Thailand has been advocating technical cooperation and capacity building
in the Council. We also hope that the OHCHR will create more innovative tools, such as simplified reporting procedures, to help States fulfill their obligations.
