Item 2: Interactive Dialogue with the High Commissioner

Mr. President,

Thailand wishes to thank the High Commissioner for his update and report.

I wish to refer to my Foreign Minister’s statement delivered during the High-Level Segment last week, reaffirming Thailand’s continued commitment to promoting and protecting human rights as well as working with all human rights mechanisms, including the official visit of the Working Group on Business and Human Rights at the end of this month.

The Government declared human rights a national agenda and will put forth best efforts to ensure that human rights are mainstreamed in all national endeavours, including Thailand 4.0 policy, and are strengthened as a driving force of sustainable development.

Mr. President,

Thailand always respects and promotes the fundamental rights and believes that they form a basic foundation of a democratic society, especially at this juncture that we are forging ahead our Roadmap towards a genuine and sustainable democracy.

As we pave way towards the general elections, the remaining three organic law bills are expected to be promulgated and entered into force within the timeframe as stipulated in the Constitution. The Government is also working on introducing measures and setting an enabling environment conducive to the holding of general elections, including the recent registration of new political parties.

The Government is open to inclusive participation of all stakeholders in public affairs, especially on issues concerning well-being of our peoples. At the same time, it should be encouraged that such activities are conducted in a constructive manner and not undermine public order or social harmony.

The Thai Court of Justice has taken a proactive role in introducing the anti-SLAPP law to protect any person from their rightful exercise of freedom of expression in public issues by preparing to amend the Criminal Procedure to allow the court to dismiss any criminal case at the filing stage of the lawsuit if it is found to have an ill intention to harass the person or to gain any unlawful benefits.
