Mr. President,
Thailand thanks both Special Rapporteurs on their reports.
Thailand welcomes the efforts to address ICT-facilitated violence against women and girls, including online harassment and non-consensual sharing of intimate images, and wishes to share the following views:
First, the phenomenon requires specific, yet innovative laws to promote and protect the rights of women and girls, including their rights to effective remedy.
Second, careful attention should be paid to striking a balance between online crime and freedom of expression, thereby preventing the risk of exploitation of digital technology.
Third, we need to work with all relevant stakeholders, from raising awareness to implementation and enforcement.
Thailand has enacted the new Computer Crime Act with an intention to stop illegal activities, particularly child pornography and dissemination of false information.
Thailand wishes to ask the Special Rapporteur to share best practices in ensuring effective legislation and views on the roles of OHCHR and relevant stakeholders, particularly services providers, in combating violence against women in the digital context.
On migration, returns and reintegration is the important part of the broader migration management which Thailand plays an active role in promoting the effective reintegrating of migrants both at home and aboard.
In Thailand, recent regularization process had helped more than one million migrants to gain legal protection and access to public services.
We are also actively engaged with the Bali Process Working Group on Returns and Reintegration and working closely with countries of origin for effective and sustainable returns.
Thailand wishes to ask the Special Rapporteur to share views on key factors leading to sustainable return and reintegration.
