Thailand Exercises Right of Reply at the 63rd Session of the UN Human Rights Council, Rejecting Distorted Allegations and Reaffirms that Thailand Does Not Seek Conflict with Cambodia and Remains Committed to Peaceful Resolution

On 8 September 2026, during the 63rd Session of the United Nations Human Rights Council (HRC) in Geneva, H.E. Ms. Usana Berananda, Ambassador and Permanent Representative of Thailand to the United Nations in Geneva, exercised the Right of Reply to counter and clarify facts in response to Cambodia’s distorted statement.
The Ambassador categorically rejected Cambodia’s allegations and disinformation, stressing that Thailand does not seek conflict or claim the territory of any country. At the same time, Thailand cannot allow Cambodia to utilise international fora as a tool to spread disinformation, portray itself as a victim, and divert attention from the human rights violations it has committed. She further clarified that this conflict was not initiated by the Thai side but stemmed from unprovoked and indiscriminate attacks by Cambodia on Thai civilians and infrastructure, which resulted in the deaths of 27 civilians, including women and children, many injured, and displaced more than 400,000 Thai civilians and affected over 200 hospitals.
Amidst these circumstances, Thailand exercised utmost restraint and was compelled to exercise its right to self-defence to protect its sovereignty, territorial integrity, and the safety of its people. Thailand’s measures were strictly limited in scope and proportionate to the threat faced.
Regarding Cambodia’s allegation that Thailand violated international law by constructing border barriers, the Ambassador firmly countered this claim, clarifying that stabilization measures, including barbed wire along the border, are solely preventive measures to maintain stability, reduce the risk of confrontation, and ensure the safety of both officials and civilians. These measures are not intended to restrict human rights, and should not be mischaracterized as territorial expansion or illegal occupation as alleged.
Pointing out that Cambodia’s provocative behaviour runs counter to the spirit of the ceasefire agreement and undermines trust, Thailand stressed that overcoming this conflict requires both sides to respect and implement the agreement fully and in good faith, rather than selectively complying only when it serves their own interests.
Reaffirming its commitment to the peaceful resolution of disputes, in accordance with the United Nations Charter, international law, and the spirit of the bilateral ceasefire agreement, Thailand also calls on Cambodia to demonstrate the same sincerity in honouring the agreement.
