On 14 October 2026, during the 77th Session of the Executive Committee of the High Commissioner’s Programme (ExCom), H.E. Mr. Benjamin Sukanjanajtee, Ambassador and Permanent Representative of Thailand to the United Nations in Geneva, exercised the right of reply in response to the statement made by Cambodia, which contained a number of allegations against Thailand concerning Cambodian displaced persons being unable to return home and the occupation of Cambodian territory by Thai armed forces. Ambassador Sukanjanajtee made the following points:
- expressed Thailand’s regret that the Cambodian side had used a humanitarian forum to advance unfounded allegations against Thailand. He reaffirmed that Thailand did not initiate the conflict and underscored that the suffering and humanitarian consequences had affected people on both sides.
- disputed the claim that 20,000 Cambodian displaced persons were unable to return home, noting that the locations referred to as their homes are situated in Thai territory and were originally used as temporary shelters in the 1970s for Cambodians fleeing conflict in their own country. The continued presence of these individuals in those areas, despite Thailand’s repeated protests, constitutes an encroachment on Thai territory.
- rejected allegations that Thailand was occupying Cambodian territory. Thailand’s current security measures are consistent with key de-escalation measures under the Joint Statement made by the General Border Committee on 27 December 2025, where both sides agreed to maintain existing troop deployments at the time of the ceasefire, not to undertake provocative actions, and to reaffirm international obligations particularly humanitarian demining under Ottawa Convention.
Ambassador Sukanjanajtee further reaffirmed Thailand’s commitment to the ceasefire agreement and its wish to move beyond the conflict, while urging Cambodia to demonstrate the same commitment in good faith.
