On 14 October 2026, the Permanent Mission of Thailand to the United Nations Office and other International Organizations in Geneva and the Department of Provincial Administration (DOPA), Ministry of Interior of Thailand participated in a side event on the margins of the 77^th Session of the Executive Committee of the High Commissioner’s Programme (UNHCR ExCom), at the Palais des Nations, Geneva. 

The side event brought together States and organizations to exchange experiences and good practices in strengthening national systems and expanding opportunities in education, health, social protection, and economic inclusion. It was moderated by Mr. Antón Leis García, Assistant High Commissioner (Operations).

On this occasion, Mr. Narucha Kosacivilize, Director-General of DOPA presented Thailand’s recent efforts to promote self-reliance among Myanmar Displaced Persons (MDPs). He highlighted the Cabinet Resolution of August 2025, which allows MDPs residing in temporary shelters to work legally outside them. This is a significant step towards enabling MDPs to earn a livelihood and support themselves and their families, thereby reducing long-term dependency on humanitarian assistance.

The Director-General also outlined measures to support effective implementation, notably the issuance of non-Thai identification cards, which serve as proof of identity and facilitate access to employment and essential services. He further shared lessons learned from the recent visit of representatives of the Thai agencies to Brazil, which would inform Thailand’s ongoing consideration of how to further refine the policy’s implementation.

Thailand’s policy allowing MDPs to work outside the temporary shelters reflects the evolution of Thailand’s humanitarian response. While earlier efforts focused primarily on providing food, shelter and other humanitarian assistance, the current approach for MDPs places greater emphasis on promoting self-reliance through lawful employment. This is in line with the international community’s broader direction towards reducing long-term dependence on aid and fostering sustainable solutions for forcibly displaced persons.

เมื่อวันที่ 14 ตุลาคม 2569 ประเทศไทยโดยคณะผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครเจนีวา และกรมการปกครอง กระทรวงมหาดไทย ได้เข้าร่วมกิจกรรมคู่ขนานในช่วงการประชุมคณะกรรมการบริหารสำนักงานข้าหลวงใหญ่ผู้ลี้ภัยแห่งสหประชาชาติ (UNHCR ExCom) สมัยที่ 77 ณ สำนักงานสหประชาชาติ นครเจนีวา

กิจกรรมคู่ขนานดังกล่าวจัดขึ้นเพื่อเป็นเวทีแลกเปลี่ยนประสบการณ์และแนวปฏิบัติที่ดีระหว่างประเทศต่าง ๆ ที่ได้ดำเนินมาตรการส่งเสริมให้ผู้ลี้ภัยเข้าเป็นส่วนหนึ่งของระบบการศึกษา สาธารณสุข ระบบคุ้มครองทางสังคม และระบบเศรษฐกิจของประเทศผู้รับ โดยมีนาย Antón Leis García ผู้ช่วยข้าหลวงใหญ่ผู้ลี้ภัยฝ่ายปฏิบัติการ

ในโอกาสนี้ นายนฤชา โฆษาศิวิไลซ์ อธิบดีกรมการปกครองได้นำเสนอพัฒนาการสำคัญของไทยในการส่งเสริมการพึ่งพาตนเองของผู้หนีภัยการสู้รบจากเมียนมา (ผภร.) นับตั้งแต่ที่คณะรัฐมนตรีได้มีมติเมื่อเดือนสิงหาคม 2568 อนุญาตให้ ผภร. ออกมาทำงานนอกพื้นที่พักพิงชั่วคราวได้อย่างถูกต้องตามกฎหมาย อันเป็นก้าวสำคัญในการเปิดโอกาสให้ ผภร. มีรายได้เลี้ยงดูตนเองและครอบครัว ซึ่งจะนำไปสู่การลดการพึ่งพาความช่วยเหลือด้านมนุษยธรรมในระยะยาว

นอกจากนี้ ไทยยังได้ดำเนินการเพื่อสนับสนุนให้มาตรการดังกล่าวเกิดผลเป็นรูปธรรม อาทิ การออกบัตรประจำตัวคนซึ่งไม่มีสัญชาติไทย เพื่อเป็นหลักฐานยืนยันตัวตนในการเข้าถึงงานและบริการที่จำเป็น รวมทั้งได้นำเสนอบทเรียนและข้อคิดเห็นที่ไทยได้รับจากการแลกเปลี่ยนประสบการณ์กับบราซิล ซึ่งเป็นประโยชน์ต่อการพัฒนานโยบายและการดำเนินการของไทยให้มีประสิทธิภาพและตอบโจทย์ต่อสถานการณ์ปัจจุบันได้ดียิ่งขึ้น

การอนุญาตให้ ผภร. ออกมาทำงานนอกพื้นที่พักพิงชั่วคราว สะท้อนถึงพัฒนาการการดำเนินงานด้านมนุษยธรรมของไทยที่ปรับเปลี่ยนให้สอดคล้องกับบริบทของสถานการณ์ที่เปลี่ยนแปลงไป จากเดิมที่มุ่งเน้นการให้ความช่วยเหลือขั้นพื้นฐาน อาทิ ที่อยู่อาศัย และอาหาร สู่การมุ่งส่งเสริมให้ ผภร. พึ่งพาตนเองผ่านการมีงานทำและการมีส่วนร่วมทางเศรษฐกิจอย่างถูกกฎหมาย โดยแนวทางดังกล่าวยังสอดคล้องกับทิศทางของประชาคมระหว่างประเทศในปัจจุบัน ซึ่งมุ่งเน้นการลดการพึ่งพาความช่วยเหลือด้านมนุษยธรรมในระยะยาว
