ผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศมอบหนึ่งแสนดอลลาร์สหรัฐฯ แก่ IOM  

เพื่อดำเนินโครงการประชาสัมพันธ์เรื่องการโยกย้ายถิ่นฐานแบบไม่ปกติในมหาสมุทรอินเดีย
 

เมื่อวันที่ 4 สิงหาคม ๒๕๕๙ เวลา 10.40 น. นายวีระศักดิ์ ฟูตระกูล ผู้ช่วยรัฐมนตรีว่าการกระทรวงการต่างประเทศ ได้มอบเช็คจำนวน 100,000 ดอลลาร์สหรัฐ แก่นาย William Lacy Swing ผู้อำนวยการใหญ่องค์การระหว่างประเทศเพื่อการโยกย้ายถิ่นฐาน (International Organization for Migration: IOM) เพื่อดำเนินโครงการรณรงค์ประชาสัมพันธ์ระดับภูมิภาคเรื่องการโยกย้ายถิ่นฐานแบบไม่ปกติในมหาสมุทรอินเดีย พร้อมเน้นย้ำความสัมพันธ์อันแน่นแฟ้นยาวนานระหว่างไทยกับ IOM ในการบริหารจัดการผู้โยกย้ายถิ่นฐานกลุ่มต่างๆ ในไทยและภูมิภาค

ประเทศไทยริเริ่มโครงการรณรงค์ดังกล่าวเพื่อเผยแพร่ข้อมูลเกี่ยวกับภัยที่อาจเกิดขึ้นจากการโยกย้ายถิ่นฐานแบบไม่ปกติและส่งเสริมการโยกย้ายถิ่นฐานที่ปลอดภัยและถูกกฎหมายในกลุ่มผู้โยกย้ายถิ่นฐานจากรัฐยะไข่และบังคลาเทศเป็นหลัก โดยจะดำเนินโครงการใน ๕ ประเทศที่ได้รับผลกระทบโดยตรง ได้แก่ บังคลาเทศ อินโดนีเซีย มาเลเซีย เมียนมา และไทย ในชั้นนี้ อยู่ระหว่างการพัฒนาสื่อแอนิเมชันเพื่อใช้เผยแพร่ในทั้ง 5 ประเทศข้างต้น

ในโอกาสเดียวกันนี้ ผู้ช่วยรัฐมนตรีฯ ได้กล่าวขอบคุณ IOM ที่จะเป็นเจ้าภาพร่วมในการประชุมนานาชาติรางวัลสมเด็จเจ้าฟ้ามหิดล ในหัวข้อการจัดการด้านสาธารณสุขของประชากรกลุ่มเปราะบางเพื่อส่งเสริมสังคมที่ครอบคลุม ซึ่งเป็นการประชุมที่ไทยให้ความสำคัญอย่างยิ่ง ระหว่างวันที่ 29 ม.ค. - 3 ก.พ. 2560 ที่กรุงเทพฯ

นาย Swing แสดงความยินดีกับไทยที่ได้รับการปรับระดับในรายงานการค้ามนุษย์ของกระทรวงการต่างประเทศสหรัฐฯ (Trafficking in Persons Report) ในปี 2558 ขึ้นเป็น tier 2-Watchlist และยินดีที่จะร่วมมือกับไทยในการแก้ไขปัญหาการค้ามนุษย์ต่อไป

ทั้งสองฝ่ายยังได้หารือเกี่ยวกับการให้ความช่วยเหลือด้านวิชาการแก่เมียนมาเพื่อส่งเสริมการพัฒนาในพื้นที่รัฐยะไข่และพื้นที่อื่นๆ อันจะช่วยป้องกันการโยกย้ายถิ่นฐานแบบไม่ปกติ และส่งเสริม
ให้ผู้หนีภัยการสู้รบจากเมียนมาในที่พักพิงชั่วคราวในไทยประมาณ 120,000 คน สามารถกลับคืนสู่
สังคมเมียนมาได้อย่างยั่งยืนในอนาคต รวมทั้งความร่วมมือในการจัดการการเคลี่อนย้ายแรงงานในอาเซียน

ไทยมีความร่วมมือกับ IOM มายาวนานถึง 30 ปี โดยสำนักงานภูมิภาค IOM ประจำภาคพื้นเอเชีย-แปซิฟิก ซึ่งมีที่ตั้งอยู่ในกรุงเทพฯ เป็นสำนักงานระดับภูมิภาคของ IOM ที่ใหญ่ที่สุดในโลก หากนับจากจำนวนผู้โยกย้ายถิ่นฐาน ซึ่งครอบคุลม 39 ประเทศ ในภูมิภาคเอเชีย-แปซิฟิก ทั้งนี้ ในช่วง 12 ปีที่ผ่านมา IOM ได้ช่วยให้ผู้โยกย้ายถิ่นฐานในไทยไปตั้งถิ่นฐานใหม่ในประเทศที่ 3 ถึง 129,000 คน

Vice Minister for Foreign Affairs hands over 100,000 USD to the IOM to support the Regional Information Campaign to Address Irregular Migration in the Indian Ocean

On 4 August 2016 at 10.40 hours, H.E. Mr. Virasakdi Futrakul, Vice Minister for Foreign Affairs of Thailand handed over 100,000 USD to H.E. Ambassador William Lacy Swing, Director-General of the International Organization for Migration (IOM), to support the Regional Information Campaign to Address Irregular Migration in the Indian Ocean. Both sides also reaffirmed the longstanding partnership between Thailand and IOM in addressing migration challenges, both in Thailand and the region.

The Campaign initiated by Thailand will be implemented in the five most affected countries, namely Bangladesh, Indonesia, Malaysia, Myanmar and Thailand. It aims to inform potential migrants in the region, the Muslim community in Rakhine State and minorities from Bangladesh, on the risks and danger involved in irregular migration, as well as to promote safe and legal migration. Currently, an animation product on safe migration is being developed to be disseminated in the five countries.

On the same occasion, the Vice Minister also thanked the IOM for accepting to co-host the Prince Mahidol Award Conference on Addressing the Health of Vulnerable Population for an Inclusive Society. The important Award Conference aimed at promoting outstanding performance and research in the field of medicine for the benefit of mankind will be held on 29 January – 3 February 2017 in Bangkok.

Ambassador Swing congratulated Thailand on its upgrade in the latest Trafficking in Persons Report from Tier 3 to Tier 2 watch-list. He expressed IOM’s readiness to cooperate with Thailand to further combat human trafficking in Thailand.

The two also shared the common views on technical assistance in Myanmar to support development in the Rakhine State and other areas, which plays a crucial role in preventing irregular migration and promoting sustainable reintegration of 120,000 displaced persons from Myanmar currently seeking shelter in nine camps along the Thai-Myanmar border, as well as possible cooperation on ASEAN’s labour migration situation.

Thailand and IOM’s partnership spans over 30 years. IOM’s strong presence in Thailand is indicative through its largest regional office located in the country. The IOM Regional Office of Asia and the Pacific oversees 39 countries in the Asia and Pacific region. In the past 12 years, IOM has assisted the resettlement of some 129,000 migrants from Thailand to third countries.
