During the General Debate under Agenda Item 2
at the 33rd Session of the Human Rights Council
on 14 September 2016 at the Palais des Nations in Geneva

Mr. President,
My delegation wishes to thank the High Commissioner for his presentation and the update on the human rights situations around the world.
With regard to developments in Thailand, two weeks ago, the Kingdom acceded to the Optional Protocol of the CRPD, as part of our efforts to strengthen the protection of the rights of persons with disabilities.
On 7 August this year, a referendum on the draft constitution was held in a free, fair and transparent manner. The high turn-out of voters reflects greater awareness of the Thai people of their rights in political participation. As the majority voted in favour of the draft, the new Constitution is expected to be enacted within three months, organic laws drafted, and general elections expected to be held by the end of next year. Given the progress achieved, the Prime Minister, two days ago, terminated the use of military court to try civilians for security offences and lèse-majesté cases. Such offences committed henceforth will now be tried before the Court of Justice.
During this session, the Thai delegation will be present before the Council for the consideration of the UPR outcome of Thailand. We look forward to receiving constructive views and comments from our friends and partners.
Moreover, Thailand, together with the core group will once again propose the annual resolution on technical cooperation and capacity-building under the theme “A decade of technical cooperation and capacity building in the Human Rights Council: challenges and the way forward”. We hope the resolution will enjoy the Council’s support.
Finally, we wish to reiterate our commitment to the promotion and protection of human rights, as well as to bring about reform which will pave the way for sustainable democracy in our country.
