Statement by the Delegation of Thailand

58th session of the Human Rights Council

Panel discussion on the realization of human rights in sustaining and increasing the gains made in the HIV response and leaving no one behind

6 March 2025, 14.30-16.30 hrs.

Geneva

Mr. President,

  1. Following the official visit of the Special Rapporteur on the Right to Health in February 2025, Thailand reaffirms our commitment to realise the right to health and to the fight to end HIV.

  1. Thailand believes that an effective and sustainable HIV response needs a human rights-based approach.

  1. Please allow me to highlight two (2) key attributes of Thailand’s HIV response.

  1. First is access.

  1. Thailand’s Universal Health Coverage is constantly expanding to meet health needs. With respect to HIV/AIDS, it provides for access to HIV prevention, testing and treatment services, including self-tests and pre- and post-exposure prophylaxis (PrEP/PEP) as well as antenatal services and maternal and child health programmes.

  1. Second is inclusiveness.

  1. Thailand’s HIV response emphasizes community and key population-led health services. Civil society organizations and local communities work together with the government. And often, HIV/AIDS care is delivered to and by people living with HIV.

  1. Furthermore, hormone therapy will soon be part of Thailand’s UHC. It will not only address health disparities, but also enhance inclusiveness and contribute to the reduction of stigma and discrimination of transgender people and people living with HIV.

  1. Let us “Take the Rights Path” in our collective efforts to fight to end HIV altogether.

  1. Thank you.
