Thailand Clarifies its Position on the Thailand-Cambodia Border Situation and Highlights Concerns over Cyberscam Networks at HRC63

On 2 October 2026, during the 63rd Session of the United Nations Human Rights Council (HRC) in Geneva, Ambassador Pratana Disyatat, Deputy Permanent Representative and Chargé d’Affaires a.i., Permanent Mission of Thailand to the UN in Geneva, delivered a statement during the Interactive Dialogue with Mr. Thomas Andrews the Special Rapporteur on the situation of human rights in Cambodia, noting the Special Rapporteur’s report and addressing issues concerning cyberscam networks in Cambodia, as well as references in the report to the Thailand-Cambodia border situation.
Highlighting that cyberscam networks in Cambodia deserve international attention, Thailand is directly affected, with the country being used as a transit point for trafficking in persons for forced criminality.
On the Thailand-Cambodia border, Thailand stressed that it had engaged constructively with the Special Rapporteur to provide facts and perspectives to ensure a balanced context, including how the armed hostilities began, the impact of indiscriminate attacks and newly planted landmines, and its regret that these perspectives were not adequately reflected in the report.
Regarding the remaining displaced Cambodians, Thailand clarified that some had been residing in areas Thailand opened as temporary shelters in the 1970s, and that their failure to return constitutes an encroachment on Thai territory.
On Cambodian migrant workers who returned to Cambodia, Thailand stated that their return followed calls made by the Cambodian Government and that Thailand has no policy to expel Cambodian migrant workers and continues to provide their protection.
Reaffirming that it does not seek conflict and remains committed to the ceasefire agreement, Thailand stressed that both sides share responsibility to move forward through dialogue to rebuild trust and confidence and achieve lasting peace.

ไทยชี้แจงจุดยืนต่อสถานการณ์ชายแดนไทย–กัมพูชา และย้ำข้อกังวลเกี่ยวกับเครือข่ายหลอกลวงออนไลน์ระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ สมัยที่ 63
เมื่อวันที่ 2 ตุลาคม 2569 ในระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ (Human Rights Council: HRC) สมัยที่ 63 ณ นครเจนีวา เอกอัครราชทูต รองผู้แทนถาวรฯ นางสาวปรารถนา ดิษยทัต อุปทูต คณะผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครเจนีวา ได้กล่าวถ้อยแถลงในช่วงการหารือกับนาย Thomas Andrews ผู้เสนอรายงานพิเศษแห่งสหประชาชาติว่าด้วยสถานการณ์สิทธิมนุษยชนในกัมพูชา ซึ่งกล่าวถึงประเด็นเครือข่ายหลอกลวงออนไลน์ในกัมพูชา รวมถึงการที่รายงานดังกล่าวอ้างถึงสถานการณ์บริเวณชายแดนไทย–กัมพูชา
ไทยเน้นย้ำว่า ปัญหาเครือข่ายหลอกลวงออนไลน์ในกัมพูชาสมควรได้รับความสนใจจากประชาคมระหว่างประเทศ โดยไทยได้รับผลกระทบโดยตรงจากขบวนการอาชญากรรมดังกล่าว เนื่องจากประเทศไทยถูกใช้เป็นทางผ่านสำหรับการค้ามนุษย์เพื่อบังคับให้กระทำความผิด
สำหรับสถานการณ์บริเวณชายแดนไทย–กัมพูชา ไทยย้ำว่า ได้มีปฏิสัมพันธ์กับผู้เสนอรายงานพิเศษฯ อย่างสร้างสรรค์ โดยให้ข้อเท็จจริงและมุมมองเพื่อให้มีบริบทที่สมดุลต่อสถานการณ์ดังกล่าว รวมถึงข้อมูลเกี่ยวกับจุดเริ่มต้นของการสู้รบ ผลกระทบจากการโจมตีโดยไม่เลือกเป้าหมาย และการวางทุ่นระเบิดใหม่ อย่างไรก็ดี ไทยแสดงความเสียใจที่ข้อมูลและมุมมองดังกล่าวไม่ได้รับการสะท้อนอย่างเพียงพอในรายงาน
สำหรับชาวกัมพูชาที่ยังคงพลัดถิ่นอยู่ ไทยชี้แจงว่า บุคคลเหล่านี้เคยอาศัยอยู่ในพื้นที่ที่ไทยเคยเปิดเป็นที่พักพิงชั่วคราวตั้งแต่ช่วงทศวรรษ 1970 โดยไทยระบุว่า การที่บุคคลดังกล่าวไม่ได้เดินทางกลับกัมพูชา แม้ไทยจะได้ทักท้วงมาอย่างต่อเนื่อง ถือเป็นการรุกล้ำดินแดนไทย พร้อมย้ำว่าบริบททางประวัติศาสตร์ดังกล่าวไม่ควรถูกมองข้าม
ในส่วนของแรงงานกัมพูชาที่เดินทางกลับประเทศ ไทยระบุว่า การเดินทางกลับดังกล่าวเกิดขึ้นภายหลังการเรียกร้องของรัฐบาลกัมพูชา พร้อมย้ำว่า ไทยไม่เคยมีนโยบายขับไล่แรงงานกัมพูชา และยังคงให้ความคุ้มครองแรงงานกัมพูชาต่อไป
ในช่วงท้าย ไทยยืนยันว่า ไทยไม่ประสงค์ให้เกิดความขัดแย้งและยังคงมุ่งมั่นปฏิบัติตามข้อตกลงหยุดยิง โดยในฐานะประเทศเพื่อนบ้าน ทั้งสองฝ่ายมีความรับผิดชอบร่วมกันในการก้าวไปข้างหน้าผ่านการเจรจา เพื่อฟื้นฟูความไว้วางใจและความเชื่อมั่น และนำไปสู่สันติภาพที่ยั่งยืน
