On 11 September 2026, at the 63^rd session of the Human Rights Council in Geneva, Ms. Pratana Disyatat, Deputy Permanent Representative of Thailand to the United Nations in Geneva delivered a statement during the Interactive Dialogue with the Special Rapporteur on contemporary forms of slavery and trafficking in persons, highlighting its national efforts to combat trafficking in persons, particularly trafficking for forced criminality in the context of online scams.

Thailand underscored that online scam operations involve global networks of transnational crime with serious human rights impacts. Since February 2025, Thailand, in cooperation with partners, has assisted in the repatriation of more than 13,000 people from over 40 countries who were rescued from scam centres in a neighbouring country.

At the national level, Thailand highlighted its legal and institutional framework to prevent and combat trafficking in persons, including the Anti-Trafficking in Persons Act and the Labour Protection Act, as well as the National Referral Mechanism, which provides framework for screening, victim identification, and protection in accordance with victim-centred approaches and the principle of non-punishment.

To strengthen its response to trafficking for forced criminality, Thailand is also advancing whole-of-government and whole-of-society approaches, including the development of Standard Operating Procedures and the establishment of an operational taskforce.

Thailand concluded by reaffirming its commitment to working with international partners to combat online scams, and to strengthen collective action against transnational organised crime. These efforts form part of Thailand’s broader commitment to advancing a coordinated, human rights-based response to trafficking in persons and other forms of transnational crime in the context of online scams.

ไทยเน้นย้ำความมุ่งมั่นและการดำเนินงานระดับชาติเพื่อต่อต้านการค้ามนุษย์และการหลอกลวงออนไลน์ในที่ประชุมคณะมนตรีสิทธิมนุษยชน สมัยที่ 63

เมื่อวันที่ 11 กันยายน 2569 ในระหว่างการประชุมคณะมนตรีสิทธิมนุษยชนแห่งสหประชาชาติ สมัยที่ 63 ณ นครเจนีวา นางสาวปรารถนา ดิษยทัต อัครราชทูต รองผู้แทนถาวรไทยประจำสหประชาชาติ ณ นครเจนีวา ได้กล่าวถ้อยแถลงในช่วงการหารือกับผู้เสนอรายงานพิเศษแห่งสหประชาชาติว่าด้วยรูปแบบร่วมสมัยของการเป็นทาสและการค้ามนุษย์ โดยเน้นย้ำความมุ่งมั่นและการดำเนินงานของไทยในการป้องกันและปราบปรามการค้ามนุษย์ โดยเฉพาะการค้ามนุษย์เพื่อบังคับให้กระทำความผิดในบริบทของการหลอกลวงออนไลน์

ไทยเน้นย้ำว่า การหลอกลวงออนไลน์มีความเชื่อมโยงกับเครือข่ายอาชญากรรมข้ามชาติและส่งผลกระทบร้ายแรงต่อสิทธิมนุษยชน โดยตั้งแต่เดือนกุมภาพันธ์ 2568 ไทยได้ร่วมมือกับประเทศและเครือข่ายการทำงานที่เกี่ยวข้องในการอำนวยความสะดวกให้แก่บุคคลกว่า 13,000 คน จากกว่า 40 ประเทศ ซึ่งได้รับการช่วยเหลือออกจากศูนย์ปฏิบัติการหลอกลวงออนไลน์ในประเทศเพื่อนบ้าน ให้สามารถเดินทางกลับประเทศของตนได้

ในระดับประเทศ ไทยดำเนินงานผ่านกรอบกฎหมายและกลไกเชิงสถาบันในการป้องกันและปราบปรามการค้ามนุษย์ อาทิ พระราชบัญญัติป้องกันและปราบปรามการค้ามนุษย์ พ.ศ. 2551 พระราชบัญญัติคุ้มครองแรงงาน พ.ศ. 2541 และกลไกการส่งต่อระดับชาติ (National Referral Mechanism: NRM) เพื่อให้ความช่วยเหลือผ่านกระบวนการคัดกรอง การระบุตัวเหยื่อและผู้เสียหาย และการคุ้มครอง โดยยึดแนวทางที่ให้ผู้เสียหายเป็นศูนย์กลางและหลักการไม่ลงโทษผู้เสียหายจากการค้ามนุษย์ สำหรับการกระทำความผิดที่เกิดขึ้นอันเป็นผลโดยตรงจากการตกเป็นเหยื่อจากการค้ามนุษย์

เพื่อเสริมสร้างการรับมือกับการค้ามนุษย์เพื่อบังคับให้กระทำความผิด (trafficking for forced criminality) ไทยยังเดินหน้าส่งเสริมแนวทางแบบบูรณาการทั้งภาครัฐและทุกภาคส่วนของสังคม รวมถึงการพัฒนาแนวปฏิบัติมาตรฐานในการปฏิบัติงาน (Standard Operating Procedures: SOPs) และการจัดตั้งคณะทำงานเฉพาะกิจเพื่อแก้ไขปัญหา โดยไทยยืนยันความมุ่งมั่นที่จะทำงานอย่างใกล้ชิดกับหุ้นส่วนระหว่างประเทศในการต่อต้านการหลอกลวงออนไลน์ คุ้มครองผู้เสียหายจากการค้ามนุษย์ และเสริมสร้างความร่วมมือในการรับมือกับอาชญากรรมข้ามชาติ โดยการดำเนินงานดังกล่าวเป็นส่วนหนึ่งของความมุ่งมั่นของไทยในการต่อต้านการค้ามนุษย์และอาชญากรรมข้ามชาติในบริบทของการหลอกลวงออนไลน์
